Ten years have passed since the first open course ware (OCW) was  published in Japan. Meanwhile, the world-wide movement expanded itself from the OCW to the open education in general. At the same time, the need for globalizing the education is increasing.

In this special symposium, Japanese specialists of open education discuss what it is, and should be. How should universities and governments in Japan develop the open education?
