Regulation Policy and Economics of Regulation

With respect to the governmental regulation for private-sector activities, this course discusses its significance, method, and formation mechanism, and furthermore, conducts its analysis from economics viewpoints. Covering both economic and social regulations, the lectures are broken down into the three sections. The first part will survey economic theories that form the foundation of your leaning, and with free use of these analytical tools, economically clarify basic principles lying behind regulation policies. The topics in this section include a congestion charge, peak load charge, Ramsey pricing, political economics on regulations, the regulation of a fare rate of return, the price-cap regulation, the regulation on incentives, and the regulation policy under asymmetric nature of information. In the second section, by specifically taking up regulated industries such as energy, communications, petroleum and transportation, the classwork will comment on why regulations are required in the first place, what kind of economic effect regulations produce, what sort of problems current regulations encounter, and what shape of a scheme the ideal regulation should take on. The third portion will give the explanation on economic analyses of social regulations regarding health, safety, environment, and so on.
